  • Arizona & Hawaii:Most of the nation "sprang forward" and lost an hour of sleep in switching to daylight saving time. Arizona and Hawaii did not. Congress passed the Uniform Time Act in 1966 to standardize daylight saving time. But states could exempt themselves if they chose. All but two states currently observe DST, the exceptions being Arizona (except for the Navajo Nation, which does observe daylight saving time) and Hawaii. The territories of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico and the U.S. Virgin Islands also do not observe DST.
